Overview
What is being built, and by whom.
Celeste is an HRE Development building on Al Jaddaf Waterfront, selling one-, two- and three-bedroom apartments from 671 to 2,003 ft². The building is two basements, ground and seven floors, holding forty-four homes with one parking space each, and handover is stated for the second quarter of 2027.
It is genuinely walkable to things: HRE publishes Palazzo Versace Dubai and the Jameel Arts Centre at five minutes on foot and Al Jaddaf metro station at ten minutes on foot, with the Mohammed Bin Rashid Library four minutes by car, Dubai Creek Golf and Yacht Club ten and Souk Al Seef twelve.
The amenity is modest and appropriate to the size: a swimming pool with waterfront views, fitness and yoga spaces, landscaping and shaded courtyards, a children's area, and concierge and smart entry systems. HRE publishes no starting price for the building.

HRE Development
We publish no track record for HRE, because its own site gives two that cannot both be right. The homepage claims more than 340 completed construction projects;
The OAC18 Perspective
A small, central, walkable building with published areas and a published schedule — and no published price.
- Who this suits
- Buyers who want a small central building with a walkable metro station and a published schedule, and will get the price list in writing.
- Who it does not
- Anyone wanting a large amenity set, and anyone who needs an established handover record from the developer.
What to consider
Ask for the price list and for the band per bedroom count within the 671–2,003 ft² range. And ask which buildings HRE's contracting arm has completed in Dubai — that record, not the project-count claims on its website, is what tells you about delivery.
Escrow and buyer protection, explainedNext step
The payment plan comes from a person.
HRE Development issues the schedule against a selected unit, so we cannot publish it — and any site that does is showing you something out of date. Tell us the bedrooms and the floors you have in mind and we will send the current plan, the live availability and our view on which units to avoid.
Payment schedules and availability are issued by the developer against a selected unit — an advisor sends the real figures within one business day.
