What it is

One masterplan, several different places.

Mohammed Bin Rashid City was announced in November 2012 as a mixed-use development bounded by Emirates Road, Al Khail Road and Sheikh Zayed Road, and it has been delivered as a set of separate districts by separate developers rather than as one scheme.

A lagoon you can swim in, ten minutes from Downtown. Also a masterplan whose two biggest promises never arrived.

What exists today

What is physically there in Mohammed Bin Rashid City.

District One, begun in 2013 by Meydan and Sobha, is substantially delivered: hundreds of villas and townhouses plus apartment buildings are complete and occupied, set around a Crystal Lagoons water body and extensive landscaped open space.

In the Sobha Hartland district, Hartland International School has operated since 2015 and North London Collegiate School Dubai also operates on the same side of the plan.

Al Khail Road, Ras Al Khor Road and Sheikh Zayed Road serve the area, with Downtown Dubai and Business Bay a short drive.

The Universal Studios family-tourism component and the Mall of the World announced in the 2012 masterplan have not been built. Mall of the World was relocated on paper to another district in 2016.

There is no metro station within Mohammed Bin Rashid City; the nearest are in Business Bay and Downtown.

Several districts inside the boundary remain under construction, including new retail, lagoon phases and residential towers, and the amenity available differs sharply between districts.

Buyers who want a villa or apartment close to Downtown with water frontage and can pay for it.
Families using the schools already operating in the Sobha Hartland part of the plan.
Less suited to
anyone who needs a metro, anyone buying on the strength of the 2012 masterplan, and anyone who wants a finished, walkable district today.

Al Khail Road (E44), Ras Al Khor Road and Sheikh Zayed Road (E11) all reach the area, with Downtown Dubai and Business Bay minutes away.

No metro station serves Mohammed Bin Rashid City directly; Business Bay and Downtown stations are a short drive.

Where it is strong
District One's Crystal Lagoons water body and its completed villas and townhouses, operating international schools in the Sobha Hartland district, very large amounts of open space, and a genuinely short drive to Downtown and Business Bay.
Where it falls short
The Universal Studios partnership and the Mall of the World announced in 2012 were never built, there is no metro station in the area, several districts remain under construction, and retail and services vary sharply between one district and the next.
Supply and handover

Supply arrives district by district and developer by developer, so a handover wave in one part of the plan can coincide with another a kilometre away without either being visible from the other. Lagoon and water-facing plots are the constrained ones; interior apartment plots are not, and there are a great many of them still to come.

We would buy here on the merits of the individual district — the lagoon frontage, the school catchment, the specific developer's completed work nearby — and we would ignore the masterplan entirely. We would not recommend it to anyone who needs public transport or who expects a finished city; large parts of it are years from that.
