Overview
What is being built, and by whom.
Eira is Neoterra Developments' studio and one-bedroom building in Dubai Production City. Neoterra is the developer of record: its name is on the brochure's developer page, on the lock-up at the top of every floor-plan sheet and on the building's own signage in the renders. GRID appears on the same documents in one role, printed on brochure page 46 — "At Eira, GRID stands as Development Lifecycle Management Partner" — and the floor-plan sheets and creatives carry it as "GRID / DLM Partner". If this is offered to you as a GRID development, the company that signs the sale and purchase agreement is Neoterra.
The brochure prints 174 studios and 97 one-bedroom homes, eleven unit-type area blocks across pages 36 to 44, a full materials and services schedule, and an amenity programme over a ground level and a terrace level. The amenity headline reads "25+"; the list beneath it enumerates twenty-seven items, and we have recorded the twenty-seven.
What Neoterra does not print is as material as what it does. There is no handover date anywhere in the five documents, no storey count, no total unit count, no plot address, no service charge, no construction start, no contractor or architect, and no date of issue on any document. The only price is AED 960,000 for a one-bedroom, which appears on the launch creatives and not in the brochure.
The two-acre park and the two lakes are next to the site, not part of it. The brochure says so every time it names them — "overlooking", "set beside", "next door" — and we have kept them out of the amenity list for that reason.

Layouts available
Four studio types and seven one-bedroom types — eleven printed area blocks in all, brochure pp. 36–44. Studios: Type 1 344–356 ft², Type 2 391 ft², Type 3 382 ft², Type 4 423 ft². One-bedroom: Type 1 687–705 ft², Type 2 678–746 ft², Type 3 718 ft², Type 4 716–717 ft², Type 5 635 ft², Type 6 683–695 ft², Type 7 807–829 ft². Every one of those is a total including the balcony.
Room against balcony
Studio internal areas run 293–354 ft² with balconies of 51–96 ft²; one-bedroom internal areas run 545–667 ft² with balconies of 90–164 ft². A 344 ft² studio is 293 ft² of room and the rest outside. See one before you decide.
Unit mix
174 studios and 97 one-bedroom homes, printed on brochure p. 29. No document in the pack prints a total: 271 is our addition and not Neoterra's figure.
From-price by type
AED 960,000 for a one-bedroom, printed on Neoterra's launch creatives. No studio price appears anywhere in the five documents, and none of the five carries a date, so treat this as the launch figure and ask for the current price list.
Specification
Alumil or equivalent facade with double-glazed panels and sliding balcony doors; district cooling; Kone, Schindler or Mitsubishi lifts; Caparol or equivalent paint; Legrand or ABB switches and sockets; wall-mounted WCs with concealed cisterns, Geberit or equivalent; Grohe or equivalent brassware. Cooking hobs are 30 cm in the studios and 60 cm in the one-bedroom homes. Brochure p. 33 and material factsheet p. 3.
Storeys
Not published. The unit sheets are headed "First Floor" and "2nd to 8th Floor" and unit numbers run from 101–134 up to 801–834, above a ground level and below a terrace level, but no document states a storey count — so we do not print one.

Locality
What the area is genuinely like today.
Dubai Production City is a TECOM free zone with apartment plots inside it, served by Sheikh Mohammed Bin Zayed Road and Al Khail Road near their intersection, and by no metro station. Its community mall, City Centre Me'aisem, has traded since September 2015 with a Carrefour hypermarket and a walk-in clinic, so the everyday amenity here is working rather than promised.
The lakes at the centre of the masterplan are the part to look at carefully. They have only recently begun to fill, running tracks now ring them, and the landscaping around them is incomplete. Eira's brochure sells the view of them. The view is real; the park around it is not finished.
Neoterra publishes the district's own figure — more than 43 million square feet — in its brochure. That is the size of Dubai Production City, not of this development, and should not be read as either.
- Position
- Dubai Production City. Neoterra prints no plot number, street address or coordinates for the site in any of the five documents.
- Roads
- Direct access by E311 and Al Khail Road, as Neoterra prints it. No drive time to any destination is published.
- Metro
- None in the district. The nearest stations are on the Red Line, a drive away.
- Park and lakes
- A two-acre park and two lakes sit beside the plot and are overlooked from it. They belong to the district, not to the development.
- Schools, healthcare and retail
- Neoterra names none. City Centre Me'aisem, with a Carrefour and a walk-in clinic, is the district's working amenity — that is from our Dubai Production City record, not from Neoterra.
Connectivity
Getting in and out.
Road access
Neoterra gives the site direct access by Sheikh Mohammed Bin Zayed Road (E311) and Al Khail Road (E44), and gives no drive time to anywhere (brochure p. 6, mini-brochure p. 1).
Metro
No metro station serves Dubai Production City; the district is car-dependent. That comes from our own community record, not from Neoterra, whose documents name no station.

Neoterra Developments
No delivery record. Neoterra publishes no completed-project count, no delivered-unit count and no on-time record in any document we hold, so this page shows none.
The OAC18 Perspective
Half the price falls after a handover that none of Neoterra's five documents puts a date on. Settle that before anything else.
- Who this suits
- Buyers who want a small, well-specified apartment in a district that already works, who drive, and who will do the commercial conversation on paper.
- Who it does not
- Anyone who needs a committed completion date now, anyone buying a studio without standing in one, and anyone expecting the two-acre park and the lakes to belong to the building.
What to consider
Ask Neoterra in writing for the handover date, the milestone schedule behind each half of the plan, the current price list including a studio price, the service charge estimate and the company that signs the sale and purchase agreement. Ask whether the launch creatives' studio position still stands. Then view a studio and a one-bedroom at the same total area before choosing between them.
Escrow and buyer protection, explainedNext step
The payment plan comes from a person.
Neoterra Developments issues the schedule against a selected unit, so the schedule for your unit is not something we can publish in advance — and a schedule copied from a portal may not be the one you are offered. Tell us the bedrooms and the floors you have in mind and we will send the current plan, the live availability and our view on which units to avoid.
Payment schedules and availability are issued by the developer against a selected unit — an advisor sends the real figures within one business day.
